El Mirage Community Development Department
The El Mirage Community Development Department ensures responsible planning within the current and future city limits, new and existing buildings are safe for occupation in compliance with all laws, and that residents requiring necessary home repairs are assisted through Federally funded programs. It is the goal of the Community Development Department to provide quality development through quality customer service to all City of El Mirage customers.

Our responsibilities include:
  • The BUILDING SAFETY is responsible for processing building permits and plan review. This division conducts building inspections to ensure safety and monitors code compliance of structures within the city.
  • The CODE ENFORCEMENT is charged with the enforcement of City Codes for the health and safety of occupants / residents related to commercial and residential structures. This division also takes a lead role in neighborhood revitalization efforts
  • The HOUSING REHABILITATION assists qualifying families in obtaining federally-funded grants to improve and upgrade their properties. They administer all aspects of the Housing Rehabilitation Program and the Down Payment Assistance Program for qualifying residents to support the neighborhood revitalization efforts.
  • The PLANNING AND ZONING'S primary function is to ensure that projects are developed to government regulations and in accordance with development agreements. Long-range planning is achieved by following the City's General Plan; as changes and goals occur, the General Plan is periodically updated with input from staff, government agencies, neighboring communities and residents. The General Plan is a blueprint for future development and its impact on future growth and quality of life.

The Department also provides economic development services and assistance to businesses and industry desiring to locate in the City of El Mirage. This includes identifying appropriate development sites, assistance and understanding the City's development processes and procedures as well as the City's business licensing process.

The Department is also responsible for administration of the Community Development Block Grant (CDBG) Program and the administration of HOME funds.
