Crystal Dyches, City Manager
Crystal Dyches was appointed as the City Manager by the El Mirage City Council in June 2018, and has more than two decades of experience in local government. Prior to El Mirage, she served as the City Manager in Page, Arizona, and Waseca, Minnesota, and as the City Administrator in St. Charles, Minnesota. Dyches also worked as the Neighborhood Programs Administrator in Chandler and as a Neighborhood Outreach Coordinator and Management Assistant II for the City of Mesa.
Robert Nilles, Deputy City Manager
Robert Nilles was originally hired by the City as the Finance Director/CFO in 2009 and was promoted to Deputy City Manager in 2015. Robert works directly with the Public Works, Development Services, Information Technology, and Finance departments as well as the Management and Budget, Economic Development, and Community Services divisions.
Prior to joining El Mirage, Robert was the Finance Director/CFO for the City of Surprise for 12 years. Robert has held various finance positions with the Town of Payson and the City of Flagstaff dating back to 1992. In addition, Robert was Chief Deputy Treasurer for Coconino County. Robert has a Master’s degree in Organizational Management and a Bachelor’s degree in Accounting.
